addTabNoise.tcl: Add Gauss-random Noise to a Table Column

Flag Argument Default Description
 -in inName test.tab Name of Input Table.
 -out outName noise.tab Name of Output Table.
 -var tabVar D Name of Table Variable to Adjust.
 -iseed rand 54321 Random Number Seed (Zero for Auto).
Noise Source (Use Only One):
 -sigma stdDev 1.0 Standard Deviation of Noise to Add.
 -nvar noiseVar None Table Variable with Std Dev of Noise, Scaled by Sigma Above.
